Be ready to address risks

In his remarks at the opening of a workshop attended by newly elected members and alternate members of the Communist Party of China Central Committee, as well as provincial-and ministerial-level officials on Friday, General Secretary Xi Jinping gave an in-depth analysis of the internal and external situations, and urged the attendees to increase their vigilance to prevent risks and challenges.

It is its awareness of risks and its courage in facing up to challenges that has enabled the Party to unite and lead the Chinese people to achieve one victory after another. But despite the remarkable progress that has been made, China's development still faces major challenges. That can explain why the 19th CPC National Congress listed preventing major risks as the country's top priority.

The road ahead will not be smooth, and the more achievements we make, the more we should proceed with caution, as though walking on ice, so that we can avoid making potentially disastrous mistakes.

In the face of the complicated international environment, it will be an arduous task to further advance reforms, development and stability. But China should be full of confidence because of what it has already achieved, and be prepared to turn crises into opportunities, even while remaining on high alert against any risks and challenges.

To better defuse risks, China should be ready for the worst-case scenario but strive for the best. While trying to prevent "black swan" and "gray rhino" events, it should not overlook any early signs of risks.

In his report delivered to the Party's 19th National Congress, Xi vowed to boost the Party's governance capabilities, including its capability to rein in risks, because only by cultivating a powerful governance capability, can the Party lead the Chinese people to continuously achieve new victories.
