Liu Qi, chief organizer of Beijing 2008, said Beijing wants to stage a “high-level” Olympic Games with “Chinese characteristics” in 2008.

Speaking at the second plenum of the Beijing 2008 organizing committee, he said, “the end of the Athens Olympics ushers in a new phase of Beijing’s preparations for the 2008 Games. From now on we need to work even harder to make the Games a success”.

He said the 2008 Games should be a showcase event for China’s modern features and enjoy active mass participation, and named eight criteria for a “high-level” Olympic Games, including first-class infrastructure and venues, high-profile cultural events, smooth traffic, excellent media service and sterling performance of home athletes.

As for security, which he said is always the top priority, Beijing 2008 is considering increasing its security budget in the wake of the September 11, 2001 terror attacks.

Liu also stressed the importance of cultural events, saying Beijing will draw on the successful experiences of the Athens Games. He said “the world’s impression about an Olympic Games is much based on the opening ceremony, so we must endeavour to deliver an impressive opening ceremony”.
