習近平訪英期間，中英發(fā)表聯(lián)合宣言，雙方支持盡早完成一份雄心勃勃的、全面的中歐投資協(xié)定。雙方呼吁早日開展中歐自貿(mào)區(qū)聯(lián)合可行性研究，以實現(xiàn)第十七次中歐領(lǐng)導人會晤聯(lián)合聲明中確立的長期目標，即在條件成熟時簽訂深入全面的自貿(mào)協(xié)定。內(nèi)容如下：

China-UK Joint Declaration on Building a Global Comprehensive Strategic Partnership for the 21st Century

一、應大不列顛及北愛爾蘭聯(lián)合王國女王伊麗莎白二世邀請，中華人民共和國主席習近平于2015年10月19日至23日對英國進行國事訪問。訪問期間，習主席會見了伊麗莎白二世女王及主要王室成員，同卡梅倫首相在唐寧街首相府、契克斯首相私人官邸及訪問曼徹斯特過程中進行了廣泛深入的交流。
At the invitation of Her Majesty Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland, His Excellency President Xi Jinping of the People's Republic of China undertook a State Visit to the UK from 19 to 23 October 2015. During the visit, President Xi was received by Her Majesty and senior members of the Royal Family, and held extensive in-depth discussions with Prime Minister David Cameron at No. 10 Downing Street, his Chequers residence, and during a visit to Manchester.

二、雙方一致認為，作為今年高層交往高潮，習近平主席對英國事訪問為中英關(guān)系提供了歷史性機遇。中英將共同致力于構(gòu)建面向21世紀全球全面戰(zhàn)略伙伴關(guān)系。此訪開啟了持久、開放、共贏的中英關(guān)系“黃金時代”。
Both sides agree that the State Visit by President Xi Jinping, as the culmination of the high-level exchanges this year, provides a historic opportunity for China-UK relations. China and the UK commit to building a global comprehensive strategic partnership for the 21st century. This visit opens a golden era in China-UK relations featuring enduring, inclusive and win-win cooperation.

三、近十年來，兩國關(guān)系加快發(fā)展、日趨成熟，雙方高層交往密切，政治互信增強，經(jīng)貿(mào)合作成果豐碩，人文交流日益深入。
In the last decade, the bilateral relationship has flourished and matured with close high-level exchanges, deeper political trust, fruitful economic cooperation and wider people-to-people contact.

四、雙方高度評價進一步發(fā)展兩國關(guān)系對促進世界和平、穩(wěn)定與繁榮的全球性、戰(zhàn)略性重要意義。
The two sides recognise the global significance and strategic importance of stronger China-UK relations in promoting global peace, stability and prosperity.

五、雙方歡迎英國和其他一些發(fā)達經(jīng)濟體的復蘇有所增強，但全球經(jīng)濟復蘇仍面臨重大風險。中國正在進行大規(guī)模的經(jīng)濟轉(zhuǎn)型，雙方堅定相信，中國龐大的經(jīng)濟體量和增長潛力將使今后一個時期中國經(jīng)濟保持較強勁的增長。
Both sides welcome the strengthening economic recovery in the UK and some other advanced economies, but significant risks to the global economy remain. Even as China is undergoing enormous transformation, the two sides firmly believe that the vast size and potential of China's economy will continue to drive strong growth for years to come.

六、中英視對方發(fā)展為雙邊合作的重大機遇。雙方將擴大雙邊貿(mào)易投資，相互支持經(jīng)濟競爭力和創(chuàng)新，在未來十年造福兩國人民。
China and the UK regard each other's development as providing important opportunities for bilateral cooperation. Both sides will enhance bilateral trade and investment, and support mutual economic competitiveness and innovation for the benefit of both peoples in the decade ahead.

七、雙方愿根據(jù)平等相待、相互尊重的原則進一步增進政治互信，基于這種精神，雙方認同彼此對自身政治體制、發(fā)展道路、核心利益和重大關(guān)切的重視。
The two sides will further enhance political trust based on equality and mutual respect, and in that spirit recognise the importance each side attaches to its own political system, development path, core interests and major concerns.

八、雙方將進一步密切高層往來，引領(lǐng)兩國關(guān)系發(fā)展，挖掘雙邊關(guān)系潛力，保持并加強兩國總理年度會晤、經(jīng)濟財金對話、高級別人文交流機制和戰(zhàn)略對話等機制。雙方將繼續(xù)促進兩國立法機構(gòu)和政黨交往，拓展兩國地方合作。
The two sides will increase the frequency, breadth and depth of high-level exchanges to guide the development and increase the potential of their bilateral relations. They will maintain and strengthen such mechanisms as the Annual Prime Minister's Meeting, Economic and Financial Dialogue, High-Level People-to-People Dialogue and Strategic Dialogue. Both sides will continue to promote the exchanges between their legislatures and political parties, and broaden regional and local collaboration between the two countries.

九、中英都面臨改革、發(fā)展和創(chuàng)新的任務(wù)，雙方經(jīng)濟發(fā)展合作具有獨特契合點。雙方愿借鑒彼此成功經(jīng)驗，探索新合作模式，通過高水平科技創(chuàng)新支持經(jīng)濟可持續(xù)增長。雙方同意提升雙邊創(chuàng)新合作水平，建立中英創(chuàng)新合作伙伴關(guān)系。
China and the UK both face the tasks of reform, growth and innovation and are uniquely matched to cooperate on economic development. They stand ready to learn from each other's successful experience and find new models of cooperation to support the growth of sustainable economies underpinned by world class science and innovation. The two sides agree to raise the level of cooperation in innovation and establish a China-UK Innovation Cooperation Partnership.

十、雙方強調(diào)相互投資對促進各自經(jīng)濟增長和就業(yè)的重要性，將繼續(xù)致力于擴大雙邊貨物貿(mào)易和服務(wù)貿(mào)易發(fā)展。雙方將為雙向投資創(chuàng)造公平透明、積極友善的政策環(huán)境，致力于解決企業(yè)界有關(guān)市場準入和法規(guī)方面的關(guān)切。雙方將共同努力，保護在英中國企業(yè)和在華英國企業(yè)的知識產(chǎn)權(quán)。
The two sides stress the importance of bilateral investment in promoting growth and jobs, and will continue to expand two-way trade in goods and services. They commit to creating a fair, transparent, positive and business-friendly policy environment for two-way investment and addressing business concerns regarding market access and regulations. They will work together to protect intellectual property of Chinese and British companies in both countries.

十一、雙方對圍繞彼此重大倡議，即中方“一帶一路”倡議和英方基礎(chǔ)設(shè)施升級投資計劃及“英格蘭北方經(jīng)濟中心”開展合作抱有濃厚興趣，將在現(xiàn)有機制下就中英基礎(chǔ)設(shè)施聯(lián)盟進行進一步探討，愿結(jié)合中歐共同投資基金和互聯(lián)互通平臺探討相互對接方式，包括支持中方與歐洲投資銀行開展合作。
Both sides have a strong interest in cooperating on each other's major initiatives, namely China's "Belt and Road" initiative and the UK's National Infrastructure Plan and the Northern Powerhouse. They will further discuss a China-UK infrastructure alliance under existing mechanisms and explore cooperation in light of the China-EU Joint Investment Fund and Connectivity Platform. This includes supporting cooperation between China and the European Investment Bank.

十二、雙方愿進一步加強國際產(chǎn)能合作，并對開展三方合作持開放態(tài)度。雙方支持兩國企業(yè)將中方產(chǎn)能和裝備制造與英方專業(yè)知識結(jié)合起來，開展合作。
The two sides are ready to enhance global industrial cooperation and are open to exploring cooperation involving third parties. Both sides support their businesses to combine China's production capacity and equipment manufacturing with UK expertise.

十三、雙方重視在彼此國家開展能源和交通領(lǐng)域合作。英方歡迎中方企業(yè)逐步參與英民用核能項目。雙方歡迎欣克利角C核電站項目達成商業(yè)協(xié)議。雙方鼓勵兩國企業(yè)深入?yún)⑴c高鐵項目。
Both sides attach importance to their cooperation on energy and transport in each other's countries. The UK welcomes the progressive participation of Chinese companies in its civil nuclear energy projects, and both sides welcome the commercial agreement on Hinkley Point C. Both sides encourage their firms to deepen cooperation and participation in high speed rail projects.

十四、雙方一致認為，兩國金融合作在互利共贏的基礎(chǔ)上取得了重要成果，雙方愿深化在金融領(lǐng)域獨特的長期伙伴關(guān)系，使其在雙方合作中發(fā)揮表率作用。雙方歡迎倫敦積極參與人民幣國際化進程，將繼續(xù)推動倫敦人民幣離岸市場建設(shè)。英方歡迎中國在倫敦發(fā)行中國之外首只人民幣主權(quán)債券。雙方支持上海證券交易所和倫敦證券交易所就互聯(lián)互通問題開展可行性研究。
Both sides agree that financial cooperation has made important progress on a reciprocal basis. They will deepen their unparalleled long-term partnership on financial services, as a leading area in the bilateral relationship. Both sides welcome London's active participation in the internationalization of the RMB and will continue to grow London's RMB offshore market. The UK welcomes China's issuance of a sovereign RMB bond in London, the first of its kind outside China. Both sides support the Shanghai Stock Exchange and the London Stock Exchange to carry out a feasibility study on a stock connect.

十五、雙方一致認為，人文交流是雙邊合作中非常活躍、極具潛力的領(lǐng)域，加強了彼此創(chuàng)新創(chuàng)意，推動了兩國關(guān)系穩(wěn)定健康發(fā)展。雙方承諾促進文化教育聯(lián)系，加強體育、媒體交流。
Both sides agree that people-people exchanges are a vibrant and promising area of bilateral cooperation, which strengthen creativity and innovation on both sides and promote the steady and sound growth of bilateral relations. Both sides commit to boost cultural and educational links and to enhance sport and media exchanges.

十六、中英將共同努力，借鑒彼此在衛(wèi)生、城鎮(zhèn)化、科技方面的經(jīng)驗，增進彼此民眾福祉。雙方愿加強兩國在醫(yī)療和衛(wèi)生政策領(lǐng)域的交流，探索開展聯(lián)合研究和合作，應對包括抗生素耐藥性在內(nèi)的全球衛(wèi)生挑戰(zhàn)。
China and the UK will work together to learn from each other on healthcare, urbanisation, science and technology, to improve the welfare of their peoples. The two sides will strengthen exchanges in medical and healthcare policies and explore joint research and cooperation to tackle the global health challenges including antimicrobial resistance.

十七、雙方支持兩國人員特別是青年往來，將進一步便利留學和旅游人員往來。雙方同意，以富有競爭力的價格提供多年、多次訪客簽證。
Both sides support increased visitor flows between China and the UK particularly between young people, and agree to work together to increase the opportunities for study and tourism. The two sides have agreed to launch new competitively priced multiple year, multi-entry visit visas.

十八、中英同意建立高級別安全對話機制，就防擴散、打擊有組織犯罪、打擊網(wǎng)絡(luò)犯罪和非法移民等安全議題加強交流合作，不從事或者支持網(wǎng)絡(luò)竊取知識產(chǎn)權(quán)、貿(mào)易秘密或者商業(yè)機密以獲得競爭優(yōu)勢。雙方愿加強相互尊重和理解，致力于人權(quán)和法治領(lǐng)域的交流。
China and the UK agree to establish a high-level security dialogue to strengthen exchanges and cooperation on security issues such as non-proliferation, organised crime, cyber crime and illegal immigration. China and the UK agree not to conduct or support cyber-enabled theft of intellectual property, trade secrets, or confidential business information with the intent of providing competitive advantage. The two sides will enhance mutual respect and understanding, and continue exchanges on human rights and rule of law.

十九、英方全力支持中方按照《中歐合作2020戰(zhàn)略規(guī)劃》深化中歐全面戰(zhàn)略伙伴關(guān)系。雙方支持盡早完成一份雄心勃勃的、全面的中歐投資協(xié)定。雙方呼吁早日開展中歐自貿(mào)區(qū)聯(lián)合可行性研究，以實現(xiàn)第十七次中歐領(lǐng)導人會晤聯(lián)合聲明中確立的長期目標，即在條件成熟時簽訂深入全面的自貿(mào)協(xié)定。
The UK fully supports China's deepening comprehensive strategic partnership with the EU in line with the China-EU 2020 Strategic Agenda for Cooperation. Both sides support the early conclusion of an ambitious and comprehensive China-EU Investment Agreement, and call for the swift launch of joint feasibility study for a China-EU Free Trade Agreement to achieve the goals set out in the 17th China-EU Summit Joint Statement, which is, once the conditions are right, to build a deep and comprehensive FTA, as a longer term perspective.

二十、中英都是有全球影響力的國家和聯(lián)合國安理會常任理事國，都對國際體系和全球事務(wù)負有重要責任，將同其他聯(lián)合國成員一道，支持地區(qū)和全球穩(wěn)定。雙方同意加強合作，根據(jù)《聯(lián)合國憲章》和國際法和平解決國際和地區(qū)爭端。
As countries of global influence and permanent members of the UN Security Council, China and the UK shoulder important responsibilities for the international system and global affairs. Both sides will work with other UN members to support regional and global stability. The two sides agree to strengthen cooperation on settling international and regional disputes peacefully in accordance with the UN Charter and international law.

二十一、中英將加強多邊合作，通過外交和政治手段解決沖突，實現(xiàn)穩(wěn)定，繼而消除恐怖主義和極端主義滋生的土壤。
China and the UK will increase multilateral cooperation to help resolve conflict through diplomatic and political means to achieve stability and therefore tackle the conditions that give rise to terrorism and extremism.

二十二、雙方支持二十國集團（G20）作為國際經(jīng)濟合作主要論壇發(fā)揮重要作用，將共同推動G20促進全球經(jīng)濟增長，構(gòu)建公平公正、包容有序的國際金融體系。英方積極支持中國舉辦2016年G20峰會。雙方將加強在財政、稅收、金融、貿(mào)易、投資、發(fā)展、反腐敗等領(lǐng)域合作，包括以G20反腐敗工作組共同主席身份開展合作。
China and the UK support the G20's important role as the premier forum for international economic cooperation, working towards world economic growth and an international financial system of fairness, equity, inclusivity and coherence. The UK actively supports China in hosting the G20 Summit in 2016. They will strengthen cooperation on fiscal, tax, financial, trade, investment, development and corruption issues, including as co-chairs of the G20 Anti-Corruption Working Group.

二十三、英方支持人民幣在滿足現(xiàn)有標準的前提下在國際貨幣基金組織本輪特別提款權(quán)審查中加入特別提款權(quán)貨幣籃子。雙方敦促所有尚未批準2010年份額和治理改革方案的成員不再拖延、立即批準該方案，從而進一步提高新興市場和發(fā)展中國家的發(fā)言權(quán)。
The UK supports the inclusion of the RMB into the SDR basket subject to meeting existing criteria in the IMF's upcoming SDR review. Both sides urge members who have yet to ratify the 2010 quota and governance reforms to do so without delay to further enhance the voice of emerging markets and developing countries.

二十四、中方贊賞英國第一個成為亞洲基礎(chǔ)設(shè)施投資銀行意向創(chuàng)始成員國的主要西方國家。雙方期待亞投行早日投入運作，加入國際金融體系，并成為一個“精簡、正規(guī)、綠色”的機構(gòu)，幫助亞洲地區(qū)應對基礎(chǔ)設(shè)施建設(shè)領(lǐng)域面臨的缺口。
China commends the UK for being the first major western country to become a prospective founding member of the Asian Infrastructure Investment Bank (AIIB). They look forward to the AIIB's early operation and integration into the global financial system as a "lean, clean and green" institution that addresses Asia's infrastructure needs.

二十五、雙方重申落實2015年后發(fā)展議程的承諾，包括將通過新中英發(fā)展伙伴關(guān)系等繼續(xù)開展合作，支持減貧等聯(lián)合國可持續(xù)發(fā)展目標。
The two sides reaffirm their commitment to implementing the post-2015 development agenda and will continue to work together in support of the UN Sustainable Development Goals including poverty reduction, and through a renewed China-UK Development Partnership.

二十六、中英認識到，需要在可持續(xù)發(fā)展框架下通過國際合作解決人類面臨的最大威脅之一——氣候變化。雙方認同即將召開的巴黎氣候大會是全球應對氣候變化挑戰(zhàn)的關(guān)鍵時刻。
China and the UK recognise the need to address the problem of climate change, one of the biggest threats to humanity, in the context of sustainable development through international cooperation. Both sides also recognise that the upcoming international climate conference in Paris represents a pivotal moment for the global effort to tackle climate change.

二十七、中英認識到打擊野生動物非法貿(mào)易的重要性和緊迫性，承諾采取積極措施應對這一全球性挑戰(zhàn)。
China and the UK, recognising the importance and urgency of combating illegal wildlife trade, commit to take active measures to tackle this global challenge.

二十八、雙方同意相互支持各自改善和提升在對方國家的外交機構(gòu)館舍。
The two sides agree to support each other in improving and upgrading their diplomatic premises in each other's countries.

二十九、雙方重申支持彼此繁榮和發(fā)展，共同努力促進世界和平、安全與發(fā)展。
Both sides reiterate that they are determined to support each other's prosperity and development and to work together for the benefit of global peace, security and development.
