《指導意見》明確，出租汽車服務(taxi services)主要包括巡游(cruise on the street)、網絡預約(online booking)等方式。按照《管理暫行辦法》的定義，網約車提供的是"非巡游的預約出租汽車服務"。對此，征求意見稿進一步明確，網約車"在運營服務中駕駛員應在允許停車地點等候訂單(wait for ride-hailing order at certain parking spots)，不應巡游攬客，不應在機場、火車站等設立巡游車調度服務站(dispatching station)或在實行排隊候客的場所攬客"。

征求意見稿還提出，網約車的設施配置應高于普通出租車(cars engaged in online ride-hailing services should be better equipped than regular taxis)，宜提供無線網絡(wireless Internet)、手機充電器(phone charger)和紙巾，并確保乘客滿意率(satisfaction rate)在80%以上。征求意見稿還建議，乘客或司機未按時到達時，等候時間應不少于10分鐘。乘客可通過現金或非現金支付(non-cash payment)方式進行結算；到達目的地后，駕駛員應主動向乘客提供發票(provide invoices for passengers)。
