美國國務(wù)院10月12日宣布，美國決定退出聯(lián)合國教科文組織。根據(jù)相關(guān)條款，美國的退出將于2018年12月31日正式生效。幾個(gè)小時(shí)后，以色列也表示要退出該組織。

The United States has formally notified the UN’s world heritage body Unesco that it is withdrawing its membership of the organization citing “continuing anti-Israel bias”.
美國已正式通知聯(lián)合國教科文組織，因其“針對以色列的持續(xù)偏見”，將退出該組織。

The announcement by the Trump administration was followed a few hours later by news that Israel was also planning to quit the financially struggling cultural and educational agency.
美國政府宣布退出幾個(gè)小時(shí)后，有消息稱以色列也計(jì)劃退出深陷財(cái)務(wù)困境的聯(lián)合國教科文組織。

聯(lián)合國教科文組織（the United Nations Educational, Scientific and Cultural Organization，UNESCO）成立于1945年11月，總部設(shè)在巴黎，目前有195個(gè)成員國（member states）和10個(gè)準(zhǔn)成員國（associate members）。其宗旨是促進(jìn)教育、科學(xué)及文化改革方面的國際合作（promoting international collaboration through educational, scientific, and cultural reforms），以利于各國人民之間的相互了解，維護(hù)世界和平。

美國國務(wù)院在當(dāng)日發(fā)布的一項(xiàng)聲明中稱，美國決定退出聯(lián)合國教科文組織的主要考慮包括不斷增加的欠費(fèi)、機(jī)構(gòu)需要根本性改革及對該組織“針對以色列的持續(xù)偏見”的關(guān)切。

On October 12, 2017, the Department of State notified UNESCO Director-General Irina Bokova of the U.S. decision to withdraw from the organization and to seek to establish a permanent observer mission to UNESCO. This decision was not taken lightly, and reflects U.S. concerns with mounting arrears at UNESCO, the need for fundamental reform in the organization, and continuing anti-Israel bias at UNESCO.
2017年10月12日，國務(wù)院已告知聯(lián)合國教科文組織總干事伊琳娜·博科娃，美國決定退出該組織并尋求與其建立永久觀察員聯(lián)系。這是慎重做出的決定，反映了美方對該組織不斷增加的欠費(fèi)、機(jī)構(gòu)改革的必要性以及針對以色列持續(xù)偏見的關(guān)切。

The United States indicated to the Director General its desire to remain engaged with UNESCO as a non-member observer state in order to contribute U.S. views, perspectives and expertise on some of the important issues undertaken by the organization, including the protection of world heritage, advocating for press freedoms, and promoting scientific collaboration and education.
美方向總干事表達(dá)了愿意繼續(xù)以非成員觀察國身份參與聯(lián)合國教科文組織活動(dòng)的意愿，以在世界遺產(chǎn)保護(hù)、倡導(dǎo)新聞輿論自由、推動(dòng)科研合作和發(fā)展教育等重要領(lǐng)域貢獻(xiàn)美國的觀點(diǎn)、看法及專業(yè)知識。

Pursuant to Article II(6) of the UNESCO Constitution, U.S. withdrawal will take effect on December 31, 2018. The United States will remain a full member of UNESCO until that time.
根據(jù)《聯(lián)合國教科文組織章程》第二條第6款，美國將于2018年12月31日正式退出該組織。在此之前，美國將仍是該組織的正式成員。

2011年10月底，聯(lián)合國教科文組織大會投票通過關(guān)于巴勒斯坦以成員國身份加入該組織的提案，美國和以色列對此表示不滿，兩國隨后停止繳納會費(fèi)。因拖欠巨額會費(fèi)，教科文組織在2013年11月宣布美國已失去在該組織內(nèi)的投票權(quán)。

對于美國的退出決定，聯(lián)合國教科文組織總干事伊琳娜·博科娃表示“非常遺憾”（profound regret）。

“This is not just about World Heritage,” she said, describing the withdrawal as “a loss to both the organization and the US”.
她表示，“這不僅僅與世界遺產(chǎn)有關(guān)”，美國的退出是“聯(lián)合國教科文組織的損失，也是美國的損失”。

“At the time when conflicts continue to tear apart societies across the world, it is deeply regrettable for the United States to withdraw from the United Nations agency promoting education for peace and protecting culture under attack.This is a loss to the United Nations family. This is a loss for multilateralism.”
“當(dāng)前，沖突不斷撕裂世界各地的社會組織，對于美國退出聯(lián)合國致力于發(fā)展教育、促進(jìn)和平以及保護(hù)文化免受破壞的組織，我深表遺憾。這是聯(lián)合國大家庭的損失，也是多邊主義的損失。”

聯(lián)合國秘書長古特雷斯對美國的決定也“深表遺憾”，不過他表示，聯(lián)合國將“通過一系列組織在一系列問題上與美國進(jìn)行卓有成效的溝通（interact with the United States very productively on a range of issues through a range of organisations）”。
